^ You're all Asian Really The order you've put in your post Reputation is most important. This, followed by tuition fee and finally the environment in terms of safety, ethics, discipline and extracurricular opportunities.

I'd go for environment first, then reputation.

I believe your choice is depend to your money. If you fully sponsored by parent or scholarship then reputation goes first. Reputation of university cover all aspect like environment, quality of lecturer, etc. Most of western country has plenty of very good university. Thus every student dreaming is to be there.
I heard some student said overseas certificate has high value than local, regardless which country. what you say?

I believe the first option would be the money, if are able to afford traveling abroad or entering a good Uni would depend on that, and of course nothing which costs money would be without a good reputation, so following the money would be reputation. Then comes the environment, like which country is possible for you to live in or if you got any relatives in a certain country where you would stay with them.
As for which certificate is better..it all depends on the Uni. If you are American..you don't have to travel overseas to have a higher value certificate when you have MIT, Yale or UMD in your country.

most of student believe all universities are same. they don't care about everything. what they want is fun. yes life in university is very fun, away from parent obviously. also you have lot of friends. then when they are in last year, they realize what they doing so far is not good. they start thinking about their job. after all everyone like to back to university life when there is a change.

Students all first consider the ranking, reputation of university. Students who cannot afford the university seek for some financial aid. Some colleges are such that if the student is unable to pay the fees the student's admission is cancelled. These student if are thinking to gain good education search for universities where their admission will not be cancelled due to their financial status.

How much aid they give. No one cares about bachelors much, its all about Masters and job experience.
But on a side note, going to a Universitiy that does not have ANY reputation at all is a bad idea.

I guess it would be reputation first, then tuition fees, followed by the environment- in terms of safety. The fourth option doesn’t matter really.
